Chief City Architect of Kyiv

Oleksandr Svystunov has served as the Chief City Architect of Kyiv and Director of the Department of Urban Development and Architecture of the Kyiv City State Administration since 2016. He leads the city’s architectural and spatial planning strategy, overseeing urban development regulations, reconstruction planning, and design standards for Kyiv’s evolving urban landscape.

Born in Kyiv in 1976, Mr. Svystunov graduated from the Kyiv National University of Construction and Architecture with a degree in Architecture of Buildings and Structures. Before joining city administration, he worked for nearly two decades in leading Ukrainian architectural bureaus, including as Chief Architect at S. Babushkin Architectural Bureau and Architectural Union LLC, contributing to numerous urban and private development projects.

As Kyiv’s Chief Architect, he focuses on sustainable urban planning, modernization of architectural processes, and the integration of contemporary design principles into the city’s development policy. His leadership plays a key role in shaping Kyiv’s architectural identity and advancing its transformation into a modern, livable European capital
