Dr. Ima (Ripsime) Khrenova-Shymkina is a results-driven leader with over 20 years of experience in green economy transformation, energy efficiency reform, climate change mitigation, housing, education, and strategic development. She holds a PhD in Public Administration and a Master’s in Economy and Finance, and has successfully led major energy efficiency initiatives across Ukraine. Now based in Germany, she continues to support Ukraine’s reforms while leading impactful, cross-border programs.

An experienced communicator and public speaker, Dr. Khrenova-Shymkina is skilled at developing clear strategies and mobilizing donor support. She recently helped secure EUR 5.2 million from SECO (Switzerland) to co-finance the Energy Efficiency Directive implementation in Ukraine. She works closely with Ukrainian policymakers and ministries, contributing to legislative harmonization with EU energy standards.

She has developed municipal energy management solutions for over 100 cities and is adept at aligning local and international stakeholders, including IFIs and government partners. Her strengths include change management, M&E, and quality assurance. A committed mentor, she has supported young women professionals in the energy sector through the Women Energy Club Ukraine.
