Victor LIAKH
Victor Liakh is President of East Europe Foundation (EEF) since 2012, and a recognized expert in digital governance, civic engagement, and public sector innovation in Ukraine. He has more than 20 years of experience in leading complex development programs at the national and regional levels.
Under his leadership, EEF has delivered over 60 govtech and civic tech projects in partnership with public institutions and international donors. These include:
- digital services for entrepreneurs (e-registration, e-licensing);
- the national e-democracy platform “VzayemoDiia” and E-democracy platform (E-dem.ua);
- the Diia.Education platform developed jointly with the Ministry of Digital Transformation.
EEF’s products are used by over 18 million citizens in more than 500 communities across Ukraine. Key partners include the EU Delegation to Ukraine, USAID, SDC, GIZ, NORAD, Sida, Google.org, VISA, WEF, Ministry of Digital Transformation, and other Ukrainian national and local governments.
Prior to joining EEF, Victor led the Child Well-Being Fund Ukraine and worked for UNICEF Office in Ukraine.
Victor holds a Master’s degree in Electronic Systems (Kyiv Polytechnic Institute) and in Social Sciences (Luhansk Pedagogical University). He studied in Germany, the UK, and the US, and is a Draper Hills Summer Fellow at Stanford University’s Center on Democracy, Development, and the Rule of Law.
His professional focus is on designing and scaling innovative digital solutions in governance, building effective cross-sector partnerships, and strengthening citizen participation in public life.
